Halal Tooling Partnership Pilot

This proposal would have created a one-year pilot partnership with a halal-aligned tooling provider for founding members. The partnership promised discounted access to software and implementation support, but final review raised concerns about strategic dependency and commercial control over too much of the workflow. The vote passed, but the Conductor exercised the veto so the network could avoid locking itself into a weak long-term arrangement.
